Garwe Urges Land Developers to Act as Government Receives Construction Equipment
The Minister of Local Government and Public Works Honourable. Daniel Garwe has urged land developers to avoid holding onto land without making tangible progress on development projects.
The Minister made the remarks in Harare while receiving a multi-million-dollar fleet of construction equipment that will support infrastructure development across the country.
The equipment, provided by developers as part of their contractual obligations, includes front-end loaders, graders, tipper trucks, pickup vehicles and specialized technical machinery. The fleet will be deployed immediately to the Public Works Department to accelerate national development projects.
Garwe thanked developers who have honoured their commitments, describing them as key partners in national development.
“I wish to express my profound gratitude to the developers who have adhered to their contractual obligations. By providing this top-of-the-range equipment you are proving that you are not just developers but true partners in national development,” he said.
He praised companies such as Highrange, Romapix and Junior Construction for fulfilling their obligations, while urging those lagging behind to comply.
“To those who are still limbering up in the locker room, the clock is ticking. In the next donation and deployment cycle, I expect 100 percent compliance.
The machinery will support the government’s drive toward urban densification and the redevelopment of old structures into modern high-rise apartments,” Minister Garwe stated.
He also highlighted the importance of complying with Statutory Instrument 170 of 2025, which requires new developments to meet strict Minimum Service Delivery Standards before a Certificate of Occupancy is issued.
These standards include tarred roads, storm-water drainage, water reticulation within walking distance, sewer systems, waste management plans, street lighting and recreational spaces.
Permanent Secretary John Basera said the donated equipment will strengthen the ministry’s operational capacity and improve its ability to deliver infrastructure and housing development projects.
“The donation is expected to enhance cooperation between government and private developers as Zimbabwe pushes forward with its urban transformation and housing delivery agenda in line with the vision of becoming an upper-middle-income society by 2030,” P .S Basera concluded.
