Harare Mayor Jacob Mafume has defended the city’s partnership with Discovery Ambulance Services, saying the company’s support comes at a critical time for the capital’s struggling emergency medical services.

In an interview with Hurumende News, Mafume revealed that Harare City Council currently has only two operational ambulances to serve more than three million residents.

“We have seen the ambulance at the airport that they have designed. I don’t know what your motives are if you don’t like the partnership — we need them,” Mafume said.

“Look, Harare City Council has only two working ambulances to respond to a city of more than three million. We are seeing what they are doing, and it is clear.”

The mayor praised Discovery Ambulance for its capacity to deploy 45 ambulances, saying the move will greatly improve emergency response times.

“Let’s not be cruel. We need the ambulances to help our residents,” Mafume told councillors, urging them to focus on saving lives rather than political divisions.

“Discovery Ambulance Services has come at a time when it is needed most. They are bringing in resources and expertise the city simply doesn’t have right now.”

Discovery Ambulance CEO David Munowenyu said the company was open to collaboration with all stakeholders.

“We are free to enter into partnerships with anyone,” Munowenyu said.

“We encourage all players in the ambulance sector to engage in various partnerships to improve the health system and ensure timely medical response for all citizens.”

Mafume confirmed that Harare City councillors have passed a resolution in favour of the partnership, making it an officially endorsed arrangement.

The mayor said the deal is not exclusive, allowing Discovery to work with other institutions, and described the initiative as “a lifesaving intervention” that could help bridge the gap until the city rebuilds its own fleet.
