Speaker of Parliament, Hon. Advocate Jacob Francis Nzwidamilimo Mudenda, has underscored the importance of fiscal discipline and prudent resource management as the nation prepares to craft the 2026 National Budget.
Addressing delegates at the National Pre-Budget Seminar in Bulawayo, Hon. Mudenda described the national budget as more than a financial statement, calling it a vital instrument that translates developmental policy goals into measurable socio-economic outcomes for citizens.
He emphasized that the budget should serve as a bridge between policy aspirations and tangible progress, reflecting the government’s commitment to improving livelihoods and fostering inclusive growth.
“A National Budget quintessentially constitutes a framework that transmutes developmental policy aspirations into tangible socio-economic outcomes and outputs for the citizenry,” he said.
Hon. Mudenda further reflected on the philosophical essence of budgeting, noting that it represents humanity’s continuous effort to balance limited resources with limitless needs and ambitions.
He urged policymakers and stakeholders to remain guided by the enduring principle of living within available means, referencing the proverb, “One must cut the coat according to the cloth.”
“This enduring axiom encapsulates the compelling challenge of prudent budgeting through embracing the cardinal principle of economy,” he remarked.
The Speaker’s remarks set the tone for the seminar’s deliberations, which focus on aligning fiscal policies with national development priorities under Vision 2030, the government’s long-term blueprint for achieving an upper-middle-income economy.
