Ministry of Local Government Intensifies Oversight Following Budiriro Sewer Tragedy

Harare, Zimbabwe – The Ministry of Local Government and Public Works has reaffirmed its commitment to ensuring accountability and public safety following the tragic incident in Budiriro 3, Harare, where three people lost their lives after becoming trapped in an open sewer excavation.

As part of ongoing efforts to assess the situation and monitor remedial works, Deputy Minister of Local Government and Public Works, Hon. Albert T. Mavunga, conducted a site visit accompanied by Harare Mayor Jacob Mafume. The joint assessment reflects the seriousness with which both central government and local authorities are treating the incident and their determination to prevent similar tragedies from occurring in the future.

The delegation received a comprehensive briefing from Harare City Council Region 3 Manager, Mr. Mugove Chabuda, who outlined the circumstances surrounding the tragedy and detailed the corrective measures that have since been undertaken.

The incident, which resulted in three bodies being recovered from a mud-filled sewer trench, shocked the community and sparked widespread concern over the condition and safety of municipal infrastructure. The loss of life has prompted increased scrutiny of maintenance procedures and safety protocols surrounding public works projects.

During the visit, Mayor Mafume expressed satisfaction with the progress made thus far in addressing the hazard. He commended council workers for their efforts in securing the area, closing the deadly pit, and repairing damaged sewerage infrastructure. The Mayor assured residents that all outstanding works would be completed without delay and reiterated the city’s commitment to safeguarding communities from similar risks.

“The safety and well-being of residents remains our priority, and we are committed to ensuring that all necessary repairs are completed as quickly as possible,” Mayor Mafume said during the inspection.

Hon. Mavunga emphasised that the Ministry remains deeply concerned by the loss of life and is closely monitoring the response to ensure that appropriate remedial measures are implemented. He stressed the importance of strengthening oversight mechanisms and maintaining critical infrastructure to protect citizens.

Authorities confirmed that the hazardous excavation has now been securely closed, while damaged sewer pipes have been repaired. Council workers remain on site conducting final works and implementing additional safety measures designed to reduce future risks.
Meanwhile, the City of Harare has launched investigations into the circumstances surrounding the tragedy to establish the cause of the incident and identify any shortcomings that may have contributed to the loss of life.

The joint visit by the Deputy Minister and the Mayor underscores a coordinated response between national and local authorities, highlighting a shared commitment to accountability, public safety, and improved service delivery. As investigations continue, both the Ministry and the City of Harare have pledged to work closely together to ensure lessons are learned and that measures are put in place to prevent a recurrence of such a devastating incident.
