Hamadziripi Moves to US, Moyo Heads to UAE in Diplomatic Reshuffle
Isaac Annanias Moyo, the former head of Zimbabwe’s Central Intelligence Organisation (CIO), has been appointed as the nation’s Ambassador Extraordinary and Plenipotentiary to the United Arab Emirates (UAE).
The announcement was made in an Extraordinary Government Gazette published on 17 September 2025 by the Chief Secretary to the President and Cabinet, Martin Rushwaya.
“The public is hereby informed that His Excellency the President, acting in terms of section 110 (2)(i) together with section 204 of the Constitution of Zimbabwe Amendment (No.20) Act, 2013, has appointed Isaac Annanias Moyo as Ambassador Extraordinary and Plenipotentiary to the United Arab Emirates,” read part of the official statement.
Moyo previously served as Zimbabwe’s ambassador to South Africa before being elevated to lead the CIO in the aftermath of the 2017 military intervention that brought President Emmerson Mnangagwa to power. His departure from the intelligence agency was never publicly explained.
The same gazette also confirmed three other ambassadorial changes. David Douglas Hamadziripi, previously posted to South Africa, has been reassigned to the United States, with Lovemore Mazemo taking over the South African mission. Patrick Ronald Mutasa has been appointed ambassador to Cuba, a country that maintains long-standing friendly relations with Zimbabwe
