Operation CBD Order Restoration Closes Thousands of Firms
The City of Harare has closed down 1,830 businesses in the Central Business District (CBD) under its ongoing clean-up campaign, Operation CBD Order Restoration. The latest figures were released on Thursday after a compliance review carried out up to 15 September 2025.
City officials said the clampdown is aimed at restoring order in the CBD and ensuring businesses adhere to municipal by-laws.
“As at 15 September 2025, the City of Harare continues to urge business operators and property owners in the CBD to regularise their operations to achieve full compliance,” the municipality said in a statement.
The assessment revealed that 1,471 businesses were trading without licences, while 534 properties were in arrears. Authorities also found that 609 buildings were operating without approved plans.
The update further noted that 81 buildings had their water supplies cut off. In addition, 125 premises had expired fire extinguishers, and 744 lacked required subdivision permits.
However, the City reported that not all operators were non-compliant. A total of 2,712 buildings had approved plans in place, and 3,814 held valid fire certificates.
Municipal officials stressed the need for compliance, particularly on fire safety, warning that expired equipment and uncertified buildings placed lives at risk.
“Property owners are encouraged to resolve outstanding compliance issues, especially fire safety, to avoid service interruptions,” the City said.
The figures were announced during a CBD operation review meeting on 15 September, which also discussed rented accommodation and settlement regularisation.
Authorities warned that the blitz is far from over. “This is not a one-off campaign. It is a continuous programme meant to restore order in the city,” the City of Harare said.
The operation has sparked mixed reactions among business owners and tenants, with some complaining about short deadlines to comply. The municipality insists the exercise is essential for safety and urban management.
