President Appoints New ZACC Executive Secretary
President Emmerson Mnangagwa has appointed prominent Harare lawyer, Advocate Shepherd Manhivi, as the new Executive Secretary of the Zimbabwe Anti-Corruption Commission (ZACC), effective 30 September 2025.
Advocate Manhivi, a seasoned governance and legal professional, has been actively involved in public service since 2008. He gained recognition during his tenure in Parliament where he provided advisory support to key portfolio committees such as Mines and Energy, Human Rights, Foreign Affairs, Budget and Finance, as well as Justice, Legal and Parliamentary Affairs.
He was also a member of the Constitution Parliamentary Select Committee (COPAC), contributing to the development of Zimbabwe’s 2013 Constitution. Later, he became head of the Secretariat for the African Parliamentarians Network Against Corruption (APNAC) – Zimbabwe Chapter, where he worked to enhance parliamentary transparency and accountability.
Manhivi’s career also includes service at the National Peace and Reconciliation Commission as Regional Coordinator, where he managed devolved structures and monitored peacebuilding programmes in Matabeleland under the Presidential Matrix framework.
In 2022, he was appointed as a Commissioner at the Zimbabwe Electoral Commission (ZEC), where he played a significant role in strengthening electoral governance, managing electoral processes, and ensuring compliance with legal and constitutional standards.
Academically, Advocate Manhivi holds a Bachelor of Laws, a Bachelor of Public Administration, and a Master of Science in International Relations, all obtained from the University of Zimbabwe.
