President Emmerson Dambudzo Mnangagwa, the Commander-in-Chief of the Zimbabwe Defence Forces (ZDF), today presided over a major transition of military leadership at Charles Gumbo Barracks.

The handover–takeover parade marked the official retirement of General Philip Valerio Sibanda and the assumption of command by General Emmanuel Matatu an important moment in Zimbabwe’s defence and security landscape.

General Philip Valerio Sibanda: A Legacy of Service

General Philip Valerio Sibanda retires after decades of distinguished military service. Widely respected within the ZDF and beyond, Sibanda has been central to shaping Zimbabwe’s defence strategy, professionalising the force, and maintaining stability within the country’s military structures.

 

His leadership has spanned key historical phases from his liberation struggle experience to his stewardship of the modern ZDF. The parade marks the end of an era, celebrating his contributions and the professionalism he brought to the organisation.

General Emmanuel Matatu: The New ZDF Chief

Taking over from Sibanda is General Emmanuel Matatu, an experienced senior officer stepping into one of the most important security roles in the nation. His assumption of command signals continuity, discipline, and the strengthening of the ZDF’s operational capabilities.

General Matatu’s career has seen him serve in various high-level capacities, earning recognition for leadership, strategic thinking, and commitment to national security. His new role positions him at the centre of the country’s defence institutions as he begins his stewardship of the organisation.

The President’s Role as Commander-in-Chief

President Mnangagwa’s presence at Charles Gumbo Barracks underscores the significance of military leadership transitions within the ZDF. As Commander-in-Chief, his responsibilities include oversight of the defence forces, ensuring stability, and presiding over major ceremonial and strategic events such as this handover–takeover ceremony.

While the President works closely with senior commanders in the course of national security duties, today’s event focuses on the institutional process of leadership renewal within the ZDF honouring outgoing service and welcoming new command.
