President Extends Major Empowerment Package to Manicaland DCC Leadership
The Presidential Advisor Dr. Paul Tungwarara has unveiled a comprehensive empowerment package aimed at strengthening local leadership structures and accelerating development across Manicaland Province, with President Emmerson Mnangagwa rolling out a series of high-impact interventions under the Manicaland Presidential Empowerment Scheme.
Dr Paul Tungwarara made the announcement during a provincial leadership engagement in Mutare, where he highlighted the President’s commitment to ensuring that grassroots structures are fully resourced to drive community development.
Among the headline interventions is the allocation of Double Cab Ford Ranger vehicles to all District Coordinating Committee (DCC) Chairpersons, a move expected to enhance mobility, coordination and the effective implementation of party programmes at district level.
“The empowerment package is designed to improve efficiency, support local initiatives and ensure that development projects are executed without delay,” said Dr Tungwarara.
Key Interventions Announced
1. US$25 000 Revolving Fund for Every Constituency
Each constituency in Manicaland will receive a revolving fund of US$25 000, to be deposited into the Constituency Development Fund (CDF) account to accelerate local development initiatives.
2. Double Cab Ford Rangers for DCC Chairpersons
To strengthen administrative efficiency and mobility, the President has allocated brand-new Ford Ranger vehicles to all DCC Chairpersons in the province.
3. US$10 000 Cash for Each DCC Chairperson
Every DCC Chairperson also received US$10 000 to kickstart a personal income-generating project of their choice, aimed at promoting self-sufficiency among local political leaders.
4. US$100 000 for Provincial Chairperson
The Provincial Chairperson will receive US$100 000 to start a major project, symbolising the President’s confidence in strong provincial-level leadership.
5. Ten Borehole-Drilling Rigs for Manicaland
To address water shortages and improve access to safe drinking water, the province will be equipped with 10 borehole-drilling rigs. These rigs will service all districts and support climate-resilient water infrastructure.
6. Modern Party Offices Fully Equipped With Starlink
All DCCs in Manicaland will receive modernised party offices, fitted with Starlink internet to improve communication, digital accessibility and administrative operations.

“The empowerment scheme aligns with President Mnangagwa’s broader vision of strengthening local governance structures while ensuring that development resources directly reach communities.
The the package demonstrates the Second Republic’s commitment to decentralisation, improved service delivery and the empowerment of political leadership at grassroots level,” Dr. Tungwarara added.
