ZANU PF Harare Province Vice Chairman and Churu Constituency Member of Parliament, Engineer Hon. Ephraim Fundukwa, has announced that a massive free skills training programme set for launch tomorrow under the Tonganyika Trust is not merely a charitable handout, but a catalyst to unlock Constitutional Amendment Number 3.

“These initiatives are essential for the success of Constitutional Amendment Number 3, because no constitutional provision truly comes alive until people feel its impact in their pockets and their hands,” said Cde Fundukwa.

The programme, branded “Skills and Development towards Vision 2030,” targets Ward 1 of Churu Constituency under the Registration Centre model. It will kick off on 6 April 2026 at 9 AM at Rujeko Primary School (Pa Chiko).

Eleven free courses will be offered, including Driving, Hotel and Catering, Solar Installation, ICT, Welding, Early Childhood Development (ECD), Detergents and Cosmetics production, Event Planning (Decor), Mortuary Science, Caregiving, and Earthmoving Machine Operation.

Cde Fundukwa, who spearheaded the initiative, emphasised that the programme carries both developmental and political significance.

“We are empowering this constituency in line with Vision 2030 and NDS 2. Skills are the real currency of an upper-middle-income economy, and we are starting tomorrow in Churu,” he said.

He added that the programme is also aimed at strengthening party structures at the grassroots level.

“This is a broader initiative to strengthen and rejuvenate Harare Province’s cell structures. A weak cell cannot defend the Constitution; we are rebuilding from the very bottom,” he said.

Cde Fundukwa also described the skills drive as a “silent weapon” against drug and substance abuse, which is a growing concern in the area.

“These skills are our silent weapon in the fight against drug and substance abuse. We are replacing the syringe and the pipe with a welding torch and a laptop,” he said.

The programme is supported by Hon. Tongai Mafidi Mnangagwa, Secretary for Information and Publicity, Member of Parliament for Hunyani Constituency, and Deputy Minister of Tourism and Hospitality Industry.

Political analysts say the focus on Constitutional Amendment Number 3, which seeks to entrench devolution and promote local economic empowerment, signals a deliberate effort to link grassroots development with constitutional implementation ahead of future elections.
