The proposal was raised by Councillor Dumisani Nkomo during a recent full council meeting, where he suggested penalties of US$50 for littering, US$100 for illegal dumping and US$200 for public urination.
Mayor David Coltart highlighted the lack of adequate public toilets, particularly along 5th Avenue, raising concerns about the challenges residents face when seeking public sanitation facilities.
Councillors also pointed to limited resources for street cleaning, which continue to affect efforts to maintain cleanliness across the city.
Council officials said proposed legislation that would empower local authorities to make arrests and establish municipal courts could improve enforcement of by-laws and help curb offences such as littering, illegal dumping and public urination.
