Minister Kambamura Unveils Sweeping Reforms

Zimbabwe’s newly appointed Minister of Mines and Mining Development, Honourable Polite Kambamura, has announced a bold reform agenda for the country’s mining sector, aligned with the National Development Strategy 2 (NDS2).

Speaking to journalists after his swearing-in at State House, Hon. Kambamura outlined plans to modernize the sector through advanced technology, corporate investment frameworks, and a comprehensive restructuring of the Ministry itself. The reforms aim to ensure that communities, government, and future generations derive lasting value from Zimbabwe’s mineral resources.

“I am restructuring the Ministry to focus on people as the social pillar, ensuring that citizens benefit from their God-given resources,” he said. Moving away from traditional corporate social responsibility, the government will encourage long-term corporate investments that benefit communities even after mine closures.

Technology and innovation will play a central role, with plans to introduce smart-mining systems, drones, GIS remote sensing, and digital surveillance. Nationwide aero-magnetic surveys will be conducted to quantify mineral reserves and strengthen investment negotiations.

Hon. Kambamura also announced the creation of an Environment Department within the Ministry to better regulate environmental impacts and oversee Environmental Impact Assessments (EIAs) for mining operations.

He emphasized tightening legislation to curb mineral leakages and illicit exports, aiming to maximize national revenue. In addition, mining companies will be required to offer student attachments to support youth skills development, with forthcoming bills strengthening knowledge transfer initiatives.

“These measures mark the start of a more data-driven, transparent, and community-focused era for Zimbabwe’s mining industry,” he said, signaling a transformative approach to the sector.
