Presidential Empowerment Fund: A New Year Gift for Manicaland

Zimbabwe will usher in 2026 with the launch of the Presidential Constituency Empowerment Fund (PCEF) in Zimunya-Marange on 11 January, in what has been described as a Happy New Year gift to the people of Manicaland Province.

The fund, introduced under the leadership of President Emmerson Dambudzo Mnangagwa, is aimed at accelerating grassroots economic empowerment and strengthening livelihoods as the country advances towards Vision 2030.

It targets youths, women, war veterans, teachers, nurses and ZANU PF affiliates, providing them with access to capital and opportunities to participate meaningfully in the economy.

Presidential Adviser Dr Paul Tungwarara said the initiative reflects Government’s commitment to inclusive development, with the empowerment fund expected to stimulate entrepreneurship, create employment and drive community-based economic growth across the province.

“The Presidential Constituency Empowerment Fund puts economic power directly into the hands of the people, ensuring that development begins at grassroots level.

This is how Vision 2030 will be achieved,” said Dr Tungwarara.

The empowerment of youths and women has been prioritised, with leaders saying the fund will unlock innovation, support small enterprises and create jobs.

“When young people and women are empowered economically, communities grow stronger and poverty is reduced.

This fund is a practical tool for transforming ideas into sustainable businesses,” he said.

War veterans are also expected to benefit, with officials describing the fund as recognition of their historic contribution to the nation.

“Empowering war veterans is both an obligation and a responsibility, as their welfare remains central to national development and unity.”

Teachers and nurses have been identified as key beneficiaries, with leaders stressing that improving their economic wellbeing will enhance service delivery.

“Teachers and nurses are the backbone of our social services, and empowering them economically strengthens both livelihoods and national development.”

The launch will be graced by senior Government and party officials, led by Presidential Investment Adviser Dr Tungwarara as Guest of Honour.

He will be joined by the Minister of State for Provincial Affairs and Devolution, Hon. Cde M. Mugadza, ZANU PF Senator Cde Monica Mutsvangwa, ZANU PF Manicaland provincial chairman Cde T. Mukodza and DOC chairman Cde Blessing Parirenyatwa, among others.

Dr Tungwarara said the fund demonstrates Government’s resolve to decentralise development and ensure that no constituency is left behind.

“Vision 2030 can only be realised if empowerment is inclusive and people-centred, and this fund speaks directly to that vision,” he said.

All roads will lead to Marange High School on Sunday as Manicaland Province marks the New Year with a renewed focus on empowerment, unity and sustainable development.
