Harare Province is “set and well prepared” for the Zanu PF conference in Chinhoyi, Provincial Political Commissar Cde Voyage Dambuza has declared, insisting the capital’s delegation is fully accredited, disciplined and ready to table a development-focused agenda at the party’s national gathering.

Read E-PaperSpeaking ahead of the conference, Dambuza said Harare had completed all mobilisation, verification and logistical arrangements, and that its representatives would arrive with a clear mandate from the province’s roughly 600,000 members spread across its six administrative districts.
“Harare Province is set and well prepared — we are not going to Chinhoyi to make up numbers, we are going there to make a decisive contribution,” Dambuza said.
He said the provincial delegation had undergone rigorous authentication to ensure only properly mandated representatives would attend, describing the process as a demonstration of the party’s internal discipline.
“Our delegates are fully accredited, our structures are intact, and our message is unified,” he said. “We are ready in organisation, in discipline and in purpose.”
Dambuza added that Harare would push resolutions centred on service delivery, economic empowerment and the everyday concerns of urban residents, framing the conference as a critical test of the ruling party’s ability to convert resolutions into tangible results.
“We are carrying the expectations of Harare’s residents to Chinhoyi,” he said. “Our resolutions will focus on service delivery, economic development and the real issues affecting people’s lives.”
The provincial commissar also stressed the importance of unity, urging delegates to prioritise the party’s collective interests over individual ambitions as they deliberate on national priorities.
“We must speak with one voice in Chinhoyi,” Dambuza said. “Discipline is not a slogan — it is the foundation on which our conference and our party will succeed.”
He further warned against factional manoeuvring, saying Harare would not tolerate behaviour that undermines the party’s cohesion or distracts from the business of governance.
“Those who come to Chinhoyi to settle personal scores will find no audience among us,” he said. “Our focus is the people, not positions.”
The national conference is expected to draw more than 7,000 delegates from all provinces and will consider resolutions submitted by provincial structures, alongside broader party and national development priorities. Harare’s delegation is expected to be among the largest, reflecting the province’s status as the country’s most populous urban centre.
Dambuza said the province had also invested in pre-conference briefings to ensure delegates were fully versed in the agenda, adding that logistics including transport, accommodation and accreditation had been finalised well ahead of schedule.
“No detail has been left to chance,” he said. “From transport to accreditation, everything has been arranged. Harare is travelling as one team, with one purpose.”
Analysts say provincial conferences of this nature serve as a barometer of internal party cohesion, and the strength and discipline of Harare’s delegation will be closely watched by both allies and critics. The capital remains the party’s most contested urban terrain, and its performance at the conference is likely to shape perceptions of Zanu PF’s organisational reach ahead of future national contests.
Dambuza expressed confidence that Harare would not be found wanting.
“We have done the groundwork, we have prepared our people, and we are going to represent Harare with pride,” he said. “The province is ready there is no doubt about that.”
The conference is expected to run for several days, with deliberations culminating in resolutions that party leaders say will shape the governing party’s policy direction in the coming year. For Harare, the stakes are high: the province carries the largest share of urban voters and some of the most pressing service delivery challenges in the country.
