Tensions have reportedly escalated in the Donbrooke area of Mabvuku following allegations that Pure Gold Housing Trust, reportedly owned by businessman Benjamin Murata, encroached on land designated for the construction of primary and secondary schools, allegedly converting the reserved site into residential stands.

The alleged land-use conflict has raised concerns among residents over compliance with approved layout plans, the integrity of urban land allocation procedures, and the protection of land reserved for essential public infrastructure, particularly educational facilities.

A concerned resident, identified only as Chipo for security reasons, questioned how private interests could allegedly override planned community infrastructure at the expense of disadvantaged households.

“How can someone use their wealth to undermine the less privileged by disregarding land allocation procedures? Now that we have lost land that was meant for primary and secondary schools, where should our children go?” Chipo asked.

According to information provided by residents, the approved Donbrooke layout plan reportedly identifies the disputed parcel as land reserved for the development of primary and secondary educational institutions.

Residents allege that Pure Gold Housing Trust proceeded to occupy or subdivide the designated site into residential stands, raising questions about the property’s approved land use, the status of the relevant subdivision plans, and compliance with applicable planning and development regulations.

If substantiated, the allegations could point to a potential conflict between the approved spatial development framework and the land use reportedly taking place on the ground.

However, the alleged encroachment and the status of the development have yet to be independently verified, and the developer’s response was not available at the time of publication.

The dispute has prompted residents to raise concerns about the long-term implications of losing land earmarked for educational infrastructure in an already underserved residential community.

According to residents, some school-going children in the area reportedly travel more than four kilometres to reach the nearest school, highlighting the potential consequences of compromising land reserved for public educational facilities.

Residents subsequently convened to engage the developer’s alleged representatives in an attempt to establish how the dispute could be resolved and how the site could be preserved for its intended institutional use.

The engagement, however, reportedly took a dangerous turn when individuals alleged to be representatives of Murata discharged firearms, firing shots into the air in what residents perceived as an attempt to intimidate them.

The alleged incident heightened tensions and prompted residents to alert the media, bringing the land dispute and the reported use of firearms to wider public attention.

The firearm allegations have not been independently confirmed, and it remains unclear whether a formal police report was lodged or whether law enforcement authorities have made any arrests.

The controversy raises broader questions about development control, the enforcement of approved layout plans, and the protection of land designated for community facilities within residential developments.

In conventional town planning and land development practice, land reserved for schools and other institutional uses is an integral component of the approved spatial layout. Any proposed change to such a designation would ordinarily require the relevant planning approvals and compliance with applicable statutory procedures.

The central issue is therefore whether the disputed land was formally reserved for educational purposes, whether any subsequent change of use or subdivision was lawfully authorised, and whether the development currently taking place conforms to the applicable approved plans.

Relevant planning authorities and law enforcement agencies would need to establish the facts, examine the applicable layout and subdivision approvals, and investigate the reported firearm incident.

As of publication, the allegations remain subject to verification. Further details are expected as the matter develops and any official investigations progress.
