Presidential advisor Dr Paul Tungwarara has urged Zimbabweans to ignore calls for demonstrations on July 31, saying Constitutional Amendment No. 3 (CA3) is now part of the country’s legal framework and cannot be reversed through protests.

Read E-PaperIn a statement on X, Dr Tungwarara called on citizens not to be influenced by political actors seeking to gain relevance through demonstrations, insisting that the amendment was passed through the country’s constitutional processes.
“I address you today to urge a firm refusal to be manipulated by desperate political figures seeking relevance at your expense. There is no logical justification for demonstrating against Constitutional Amendment No. 3 (CA3). This legislation achieved unprecedented, bipartisan consensus across both chambers of Parliament. In signing CA3 into law, His Excellency President E.D. Mnangagwa merely honored the sovereign will of our nation,” he said.
Dr. Tungwarara said CA3 is now established law, arguing that demonstrations would not change its legal status.
“Simply put, CA3 is an established legal reality. Disjointed opposition from fringe political elements cannot alter this fact, and those who choose to defy the law will inevitably face its consequences,” he said.
He encouraged Zimbabweans to continue with their normal economic activities on July 31 instead of participating in protests.
“On July 31st, I encourage you to pursue your daily endeavours productively. Reflect on last year’s futile call for civil disruption by Geza; the protest collapsed entirely, leaving behind nothing but unnecessary economic inconvenience for everyday citizens.”
Dr. Tungwarara said Zimbabwe remains peaceful and should remain focused on national development under Vision 2030.
“Zimbabwe remains a peaceful and resilient nation. Under the leadership of President E.D. Mnangagwa, our trajectory toward Vision 2030 remains resolute. The tangible economic progress realised under the Second Republic is not political hyperbole; it is an empirical reality affirmed by global institutions such as the World Bank and the International Monetary Fund.”
He concluded by urging citizens to prioritise unity, peace and national development.
“Reject unproductive discord. Choose progress.”
