Zimbabwean police have warned beer retailers, bars and liquor outlets that allowing customers to drink now and pay later, commonly known as a “tab” system, is against the law and could lead to serious penalties, including the cancellation of operating licences.
The warning comes as authorities intensify efforts to educate liquor operators about their legal obligations and improve compliance within the industry.
Speaking during a stakeholder consultation on the review of the Liquor Licensing Act, Chief Inspector Tonderai Brian Chigweshe said many business owners are not fully aware of the laws governing the sale of alcohol.
He emphasised that ignorance of the law is not an excuse and urged all operators to familiarise themselves with the requirements of the Act.
“Alcohol sold on licensed premises must generally be paid for immediately, making most forms of credit sales illegal.
The practice of keeping tabs for customers, which is common in some establishments, could therefore place operators in violation of the law,” said Inspector Chigweshe.
However, the legislation provides limited exceptions. Hotels operating under hotel liquor licences may allow registered guests to settle their accounts later, provided specific legal conditions are met.
The regulations are intended to promote accountability, minimise disputes arising from unpaid debts and encourage responsible alcohol consumption across the country,” he added.
Police have encouraged all liquor business owners to review their operating procedures to ensure they comply with the law and avoid possible sanctions.
