The Delegation described the death as sudden and unexpected and said they would make no further comments out of respect for the family’s privacy.

Hagemann arrived in Harare in September 2025, taking over from Jobst von Kirchmann, and presented her credentials to President Emmerson Mnangagwa on 11 December 2025. She had said from the start that she wanted to travel beyond the capital and meet Zimbabweans across the country.

In her short tenure she pushed hard on arrears clearance and debt restructuring, trade expansion, climate action, gender equality, governance and youth employment. She frequently noted that only about 200 Zimbabwean companies were exporting to the EU despite duty-free, quota-free access to all 27 member states, arguing that stronger governance and predictability would unlock far more trade. She also welcomed the EU Council’s decision to lift restrictive measures on individuals and entities while the arms embargo stayed in place.

She was not afraid to raise uncomfortable issues, warning in February about shrinking civic space and telling a Transparency International Zimbabwe summit in July that anti-corruption pledges needed to be built into institutions rather than left as paperwork.

Her colleagues also remembered a lighter side. At the launch of the 2026 EU-Zimbabwe calendar she spoke warmly of local artists’ work, and at this year’s Europe Day celebrations she joined musician Mary Anibal on stage to play the mbira, an instrument she had been learning quietly.

Hagemann held a Bachelor of Arts from Wellesley College and a Master of Science in astronomy from Cornell University, later adding a Master of Advanced International Studies from the Diplomatic Academy of Vienna. Before joining the EU’s diplomatic service she worked at Germany’s Federal Foreign Office. Her postings included Botswana, where she led the political and press section from 2015 to 2019, and Kenya, where she served as Deputy Head of Delegation from 2019 to 2023, before returning to Brussels as Head of Division for Central Africa.

A Book of Condolences will be open to the public at the EU Delegation to Zimbabwe from Monday 7 September to Thursday 10 September, daily from 10:00 to 16:00.
